Business as usual?  Not yet, but getting there.  We are glad to say that we are once again able to travel more freely, here in China.  We need to carefully take precautions and follow local rules, but we are able to conduct investigations for our clients again.  Our first focus is to protect against any exposure to ourselves and the public.  If we can accomplish the case goals safely, we will let you know.

We have assisted some clients with making contact with family members, employees and friends in China when contact has been lost.  If you are facing that situation, we will start with the information you have and then use our experience, tools and contacts to do our best to help you to re-connect.  If that requires an in-person visit, we will do so, while using careful health precautions for them and for us.  Either way, we will keep you up to date and will never exceed the budget you set.

A Missing Person Case Study

We find that China missing person cases are rewarding and fulfilling. We recently finished a case that brought joy to our hearts and would like to share it with you. We are leaving out the specific locations and the names for privacy purposes.

We were contacted by a volunteer at an amazing, philanthropic organization, Alliance for Smiles. This organization travels the world, helping children with cleft lip and palate anomalies.

Alliance for Smiles has helped many children in Western China. One of the children, who we will call QW had a compelling story and the organization asked for our help in reuniting QW with her mother.

QW’s was born with a severe lip and nose deformity. She lived with her mother, father, brother and sister in a small village in rural China. When QW was 11, her father died in a vehicle accident. One year later, QW’s mother was kidnapped from their village and QW and her two siblings were turned over to their grandmother. When QW’s mother did not come back, QW dropped out of school to help support her younger sister and younger brother.

When Alliance for Smiles met QW, they operated on her lip and nose, correcting her facial anomaly. They then asked us if we could help QW find her mother, who had now been missing for 7 years. We took the case and helped QW to file a missing persons report. We then coordinated with the police, who responded with diligence and cooperation. They found that QW’s mother was now living in a province, far away. When QW’s mother was kidnapped 7 years ago, she had been taken more than 3000km away and sold to work and raise children.

We contacted QW’s mother and arranged for QW and a family member to take the long trip to travel to the far off province for a happy reunion with QW’s mother for the first time in 7 years. After seeing QW, her mother wanted to return to her home town to re-unite with her other two children, QW’s little brother and sister as well. However, QW’s mother’s current husband refused to allow her to go. We interceded, talked, cajoled and negotiated with the husband until he finally allowed QW’s mother to leave Mongolia and travel to QW’s hometown.

Upon QW and her mother’s return to their hometown, QW’s mother saw the man who kidnapped her and sold her, still living in the village. QW and her mother reported the matter to the police, who are investigating charges against the kidnapper now.

We are happy to say that QW is happy to be re-united with her mother. She is back in school. Thanks to Alliance for Smiles, her lip and nose have been repaired and she is looking forward to a bright future.

Is my case confidential?

Yes, the information you provide us and the results of our investigation that we give you are confidential and just between us.

When you contact us, please tell us the best way for us to communicate… by telephone, message, email or via our online collaboration system, Basecamp.  On Basecamp, you can communicate with us, view and download our reports, photos, videos and other documents directly, bypassing the communication.  Basecamp uses encryption – the same standards used by banks to protect information.

Can private investigators access telephone and bank records?

In China, phone records and bank records are private and can’t be obtained without a subpoena.   It is important to collect evidence legally, so that it can be used as evidence.  Our business is obtaining information and our experience allows us to recommend other methods to achieve the case goals that are legal, ethical and effective.

Do we need your contact information?

The short answer is, yes.  When we work with a client, we need to have an open relationship. We need to know who the person or business is and what their true goals are.  At the same time, you need to know that we will act professionally and with your best interest at heart. You also need to know that we will handle your information confidentially and with complete discretion. Once we feel comfortable that we know who you are and what you need and you feel comfortable that we will be able to provide you with the work product you require while keeping all information private, we can then work together effectively.

Conflict of Interest:

With new cases, we always review the information and parties involved to make sure there is no conflict of interest. An example of a conflict might be that we already have a current or former client relationship with another party in the case. In the vast majority of cases, there is no conflict. But if there is a conflict, we will advise the client with the new case of this and we will either refer them to another investigation company, or we will ask the client (and the former client) if they agree to our being hired for the case, if appropriate.

Are there cases that we can’t take?

Our company motto is “Do the right thing for the right reason.” When you contact us, the first thing we do is to inquire about the type of information you need so we can figure out the best way to get that information. We also ask about the nature of your case, as it is important that we do our investigations for a legitimate business or legal reason. In some instances, we politely turn down cases and explain why we can’t help.

Our clients need to have a direct relationship with the Subject of the investigation.  In the majority of cases, this is not an issue. There usually is a business or legal relationship between the client and the Subject. For instance, a company selling a product has a legitimate purpose in determining whether or not that same product is being knocked off and sold by another party.

In cases where there is not a direct relationship, we have to decline taking the case. An example of this can be found in domestic surveillance cases. We are hired by a wife to determine whether or not their husband is cheating on them. There is a legitimate legal reason for conducting the surveillance… providing the client with the information he or she needs to decide whether or not to divorce.  And there is a direct relationship between the client and the Subject. After the surveillance is complete, we are occasionally asked to conduct a background check on the “other woman”, with whom the husband is cheating. To do this, there needs to be a legal reason to develop this information.

Another example is when we are asked to help locate missing family members or friends. People have many different motives for not keeping in touch with each other, so we need to be sensitive to the privacy of the Subject, as well as the needs of the client. In these more personal cases, where we are locating someone and there is not a direct business or legal relationship, we must also respect the privacy concerns of the Subject. We do as much as we can to accomplish the goals of our client, within the confines of the law and respect for privacy.  We will give them your letter or message, or we will make an in-person request for them to contact the client. We have sometimes called the client and put them on the phone with the Subject.

What sources do we use in our investigations?

We use a variety of sources and methods when investigating cases and the key to our success is creativity and resourceful use of our connections with people in many industries. It is also important to always follow the law and to get the information our clients need for legitimate reasons, without compromising anyone’s privacy.

How much is a PI in China?

Private investigators in China charge varying amounts, based on the location and the difficulty of the case.  We find that most private investigation companies in China charge flat fees for a case, or to achieve a milestone.  We don’t do that.

We approach billing differently.  Each case is different and each case requires a different approach.  So charging a flat fee does not make sense.  Very often, the amount of work that will be required to achieve the case goals is unknowable at the start of the case.  Other investigation companies often charge a flat payment for the case means that the investigator may receive more money than the value of the work.  Or, when the investigator feels they have spent too much time on the case the investigator may start taking short cuts, or stop work and communication.

How do we bill for time and expense?

We bill by the hour for most cases.  The hours break down to increments of 1/10th of an hour (6 minutes).  So an hour is 1.0.  A half hour is .5 hours.  Our hourly rate is slightly higher in a few cities, in which the cost of doing business and running investigations is higher.  To get a quote for investigations in a certain locations, we ask that you contact us for a free consultation.  We can discuss the case and arrive at a strategy and budget that works for you.

We keep track of our time and keep you up to date about what we are doing.  We keep track of costs and provide receipts for out of pocket expense, whenever possible.   Some examples of costs… bridge / road tolls, parking, mileage and with your approval, club entrance fees and food or bar tabs for some types of surveillance.  We will talk with you ahead of time about the expected costs and get your approval for any costs above and beyond what is expected.

We understand that different clients have different budgets.  Our goal is to find the best way to accomplish your case goals within the budget you set.  We will never charge more than you approve ahead of time.  We do what we say we will do.

Western Union Settlement – Relief for Fraud Victims

Good news for fraud victims, who paid scammers through Western Union between January 1, 2004 and January 19, 2017. The US Federal Trade Commission reached a settlement agreement with Western Union in which Western Union agreed to pay $586 million to reimburse fraud victims.

The FTC alleged that fraudsters were able to use Western Union’s money transfer system to get payments from their victims, even though the company was aware of the problem and received hundreds of thousands of complaints about fraud-induced money transfers made for fraudulent lottery and prizes, family emergencies, advance-fee loans, online dating and other scams. The company also allegedly failed to promptly discipline problem Western Union agents, and failed to have effective anti-fraud policies and procedures.

“American consumers lost money while Western Union looked the other way,” said FTC Acting Chairman Maureen K. Ohlhausen. “We’re pleased to start the process that will get that money back into consumers’ rightful hands.”

What we can and can’t do

Phone / Bank Records

Some people contact us with pre-conceived ideas about what they need done.  For instance, we are sometimes asked to check the phone records or bank records of others and we have to tell those people that checking those private records is illegal in China.  Our business is obtaining information and with our experience we can often recommend other methods to achieve the case goals that are legal, ethical and yet effective.

We don’t work with “Confidential” clients:
